You should have received a paragon cache. The Legion paragon rewards and quests have been very buggy in TWW expansion. Submit a support ticket in-game for the quest bugging out and not giving you rewards.
The actual Paragon quest for this faction is [quest=61098] - I assume this one here is a relic, possibly intended for the first time filling the Paragon bar, that got activated with the Warband system, I think only for characters that didn't do much SL content - the quest does show as completed for the characters I played then.
