This is a really simple quest.
The telescope is at 61.7, 36.5 at the top of a small hill. If you don't have coordinates then the hill is a few hundred yards to the south west of the questgiver and has burning bodies with purple flames on top of it to make it more visible.
Click the telescope to watch a short cutscene of orcs running out of the portal, and then turn in the quest.
The telescope is located at coordinates 61.68, 36.67 on a small hill. If you don't have coordinates, its directly SW of the quest giver.
