This item is obtainable prior to lvl 100 and does not require 700 archaeology skill to get it. However you will not be able to use it prior to lvl 100.
Horde: Place it on the table in the left hand room of your town hall. There will be a glowing image already on the table. Needs to be a level 3 garrison.
