Removing the Reinforcements is a quest for level 35-40 in Nagrand. It rewards 5,450 experience and money.
My own investigations have uncovered a permanent arcane portal from here to Highmaul itself.
It is guarded but shouldn't be too hard to disrupt once you've gotten some breathing room.

It appears, at least it did for me, that the turn-in npc has changed from D'kaan to Thaelin Darkanvil, who is standing nearby.
It may have been swapped because D'kaan is taken out later in the game and if one delayed turning in the quest there'd be no npc to turn it in.
Warning, after I think Trall's quest (the big one at the end), the guy disappears from your outpost and you can't turn it in...
Confirmed it's Darkanvil hes standing by the stable yard entrance
