Report to Marshal Bluewall is an Alliance-only quest for level 15-30 in Silithus.
Are you Marshal Bluewall's new recruits? Of course you are.
What are you waiting for? Good soldiers are dying in the desert. Aren't you excited to join them?
Now, get going and don't dry out on the way.

The follow-up quest to this one is no longer available. In fact, it seems like Silithyst may have been removed altogether outside of the Call of the Scarab event. Seems strange to have kept this quest in if that is the case.

Seems that this quest is not required in order to do get the follow-up (Scouring the Desert), and becomes unavailable if you've completed that one.
