Veritistrasz and Voraxian start talking shortly after accepting the second half of this quest. If, like me, you didn't notice the text and flew off before the conversation finished, then you need to drop the quest and pick it up again. You won't need to find the item again in the vaults, just don't do anything after accepting the quest. The dragons will chat and the quest will finish when the conversation is over.
