Eonka is at the top of the building (a ramp leads all the way to her).
The glistening seed bag is beside Eonka on the floor.
You can then hand in the quest to Halduron at the bottom of the building (quest is now working as intended).

The Eonka outside the building at the original spot will not work for completion. You have to talk to Eonka that is at the top level of the main building (you can get there using the stairs inside of the building). The main building is the one where Halduron, Hagar and Orweyna are.

The situation is stabilizing, but let's make sure we're in the clear. I will see how Hagar is faring. Check on Eonka again and be sure that she's not showing any signs of Lightbloom. She is on an upper level in Hagar's Hut.

    Powdercap said that the visiting travelers were the first to show signs of the Lightbloom infection--right after you questioned them! Sadly, it seems Koozat has also fallen to the sickness. Take out the merchants and see to Koozat as well.
