I have found the solution!

During the daily Shado-Pan quest Friends, Not Food! you are tasked with helping three Trainees out of the Kunchong feeding pits Ku-Yao (Ku-Mo's father) is in. He finally spawned perfectly fine for me when I flew to his spot while doing this daily after many days of no-showing and I was finally able to hand him one of the escape kites that was intended for the Trainees giving me quest credit.

So, yeah. Apparently it is meant to be phased and you're only meant to get the quest while on this daily or something of that accord.

Just a heads-up, this quest doesn't give any Shado-Pan rep even though it's given at the Shado-Pan Garrison. Given the annoyance of being dismounted in an area with elite patrols, you might not want to bother unless you want to see the very short RP at the end or need the 19g 84s 50c you get from its completion.

Description

I've searched everywhere... but I haven't found my father. I KNOW he's alive still. He just needs his crossbow... then he'll be OK. I've heard that you Shado-Pan guys sometimes fight the mantid on Sra'vess. I don't have any way of getting there. If you ever go over there, can you look for my dad?
