In Hatred's Vice (Townlong Steppes) kill Spiteful Spirits that are roaming the area. HOWEVER, you'll probably want to do this quest along with the other quest you got at the same time in the same area called Hatred Becomes Us.

In that case, look for the Spiteful Spirits that are attacking the Crazed Shado-Pan Rangers, click on the Spiteful Spirit. Then, use your quest item Totem of Harmony and place it right at the spirits feet. A yellow circle called a Pool of Harmony will appear on the ground, and a Seething Hatred will spawn. Kill both the Spiteful Spirit and the Seething Hatred to complete both quests at the same time.

Also, note that during the quest you will notice a red bar on your screen that will climb up towards 100% as you fill with hatred. I don't know what happens when it reaches 100%, but if you don't want to be consumed with hatred, make sure you stand within the Pool of Harmony mentioned above.

Description

The spirits of the fallen villagers have risen! I can feel the hatred emanating from the spirits. {name}, if we are to survive here, we must defend ourselves. This is the only way we can put them to rest.
