There is a possible bug where the shells appear, then as your camera zooms in the parchment appears on top of them and you can't see what they are any more.
If you're doing this quest in Stormsong Valley, the Tortollan Seekers Emissary Collector Kojo standing in Seeker's Vista is within visual distance of the Collector Kojo who actually offers the quest. Some players (not me, of course! :P) might find it confusing to be clicking on the wrong one, where there is no quest is to be found. The guy you're looking for is just to the north.
