On Draenor EU this seems to have bugged. There are two ritualists that constantly evade attacks and any more don't even spawn.

Tidal Teachings world quest is located in Tiragarde Sound Stormsong Monastery on Kul Tiras isle at 72.30 40.30 .
To complete the quest you have to stop the summoning ritual at the island south of Bolarus.
Kill all the [npc=136158] participating in summoning and [npc=136248] after it appears.

This seems to be gated behind something. When I go there now all i see are some ritualists holding a water elemental or summoning it or somesuch, but nothing happening around the interior watery area
