Queen's Grace Loom is accessible after the The Queen's Grace Loom quest. It is closest to the Lunastre Estate Teleporter Online! portal inside Shal'Aran.

/way Suramar 40.5 69.5 Queen's Grace Loom

As noted by others, look for the orb inside the building to click which teleports to the room above with the Loom.

Every time I have to travel to the Queen's Grace Loom I ponder what management team decision at Blizzard thought the middle of Suramar would be a good location for Tailors to have to travel to for tailoring quests or for crafting certain items.

No additional items are required. Simply head to the Suramar tailoring building, then use the teleportation orb to reach the second floor. Use your special action button to complete the quest, then go back to that fashionable dwarf one last time. To make the legendary, remember to grab a [item=146659] from the vendor. If you need the pattern, just head to the tailoring shop in your capital city. Craft away, and the BOE legendary shoulders [item=146666] are all yours!

To craft it, you need the tailor pattern from Orgrimar/Stormwind, not buyable in New Dalaran.
