There are four in the entire area and They. Never. Respawn.
Based on chatlog times between looting my last kill and my next kill after waiting an eternity for the respawn... these take approximately 12-13 minutes to respawn. And there seem to be very few witch doctors out there. Ouch.

What to do
Description
Today we make the first strike at the heart of the savage Vilebranch tribe. Show no mercy, {name}; this is no longer just a spat between trolls. Every victory of the Revantusk is a victory for the Horde! The Vilebranch headhunters and witch doctors will be the first to go. Make your strike against the lower terraces and report back to me with blood on your weapons.
