TheWoWDBFor anyone trying to find this quest on a max level alt - you need to have completed the campaign on the character you want to do this quest with.
I guess because of the phasing this particular requirement is NOT warbound. Hopefully they change this in a patch, but for the meantime full completion of the Sojourner achievement in Azj-kahet requries you to do the campaign on the same character.

For those trying to sort out where the quest begins, the quest begins with the Innkeeper at The Trap Door in Azj-Kahet. Took me a while to sort out where Kek was hiding since I didn't spend much time at this particular location of the game.
This looks to be a breadcrumb quest. If you happen upon Teth directly you can pick up their quests without having received this one first.

Description
I'm expecting a shipment of silk. That it hasn't arrived worries me. Most silk in Azj-Kahet, from the finest veils to the strongest warsilk, comes from Rak-Ahat. It makes the place a convenient nexus of information. One of my agents smuggles military secrets woven into the silk itself. Recently, she has reported a power struggle emerging in Rak-Ahat... and even more recently, she has reported nothing at all. Meet with her and ensure no more delays.
