Try this all - and it seems to work even if you turned in A Fin of Every Kind BEFORE figuring out how to get That's Pretty Gross (I tested with 2 alts, 1 who turned in Fin, one who didn't - both could progress) - Destroy the Necklace, Log out, Log back in. See if the quest starter at 59.7 69.2 now appears on your map. It did, in both cases for me.

I figured out the bug. Patch 11.0.7 messed up this Quest.
Normally during the Quest A Fin of Every Kind, you're supposed to loot the [object=443995] from enemies, which starts the Quest That's Pretty Gross.
The Quest has you search the nearby water at 59.7 69.2 for a clickable object that will loot you the [item=214504], advancing the Quest.For some reason, Patch 11.0.7 switched the Item ID's for the [object=443995] and the [item=214504].
So for now (until Blizzard fixes it) you'll loot a seemingly useless [item=214504] from enemies and if you try to use it, you'll get the error "You don't meet the requirements for that quest".
To fix it, loot the [item=214504] anyway, then go to 59.7 69.2 in the water and click the [object=443995] which will give you the That's Pretty Gross Quest that will already be set to ready for turn-in.You can now turn-in That's Pretty Gross, which will remove the [item=214504] from your bags.
If you can't see the That's Pretty Gross quest delete the [item=214504] from your inventory. Log out. When you log back in you wil be able to accept the That's Pretty Gross quest.
