I was given this objective automatically when entering the Tailthrasher Basin in Gorgrond, approx 47,90. Any of the humanoids with "Tailthrasher" in the name (Stalker, Ambusher, Brute, Vinebender, etc.) count for the "Tailthrasher Saberon", and set the Jungle Axebeaks free by clicking the sticks they are tied to. Skull Thrash is in a "major" cave, entrance at 44,90 (there is also a stick with fish-ish heads tied to it out front, and a blue circle on your minimap). Fast respawn. Will appear by the throne in the cave. The adds in there respawn faster than he does, so stand by the throne or farm some xp.
Strangely, this objective is not part of the Make It a Bonus achievement.
