To hand in the quest, go to the top to the seat of the aspects in Valdrakken, and talk to Nozdormu and you can hand it in there.
This quest is given when the Dracthyr who got legendary quest chain uses his cast ability to teach the temporary profession.
To complete quest: Once the crafter gets this, head to the Fyrakk event (it doesn't matter if you have done the weekly already) and farm rares with the DracthyrYou will get 2% from small rares (Ward of Igira white Crystal)
You will get 5% for each of the large rares (Ward of Fyrakk blue crystal)Once completed, head to Valdrakken to turn in the quest. When you have completed, just use the quest reward on the Dracthyr and they will get the buff.
It may not seem so, but the buff is totally worth the hassle if you are willing to help a friend.

Description
The Temporal Gossamer takes shape in the form of delicate, silken strands that appear to strengthen when near an Evoker's Ancient Memories. Assisting the Evoker in finding Temporal Vestigials seems to empower the resolve of these webs, allowing them to bond closely with the Ancient Memories.
