Well, it's not clear anywhere, but you need to pick up all the quests here at Throne of the Elements and do them all (can't shortcut by doing only the Vindicator's line)... so grab the ones from the elementals too.
One quick tip to help you get your bearings on the area because it's kinda hard to tell initially: All the quests are elevated on the huge cliffs behind the elements to the north. There are pathway ramps to the northeast and northwest and it's kind of a large circle.

1. Upon completion, it then flies you right to the cave area for the final quests.
2. You only need to pick up and complete Dark Binding & The Pale Threat from the Vindicator. There are about 4-5 other quests there too that can be picked up... but you only need these 2 in order to complete the achievement for The Call of Oshu'gun.---Now that said, the other quests are necessary for The Shadow of the Void story of the Nagrand achievement needed for flight.
3. Those two quests are easy to complete simultaneously as killing the pale orcs also frees the elements.
4. After that, it's get to the Vindicator at the end of the cave (go right upon entry) til you reach him and turn in.
5. Kill two mini-bosses and he will lead you out.Fly back to throne of elements (ugh) and turn in for achievement!

Gixmo Moneycash is down the road to the south across the little bridge at 73:26.

What to do
Description
The elements have spoken and a vision has been revealed, {name}. Together we shall travel to the great mountain Oshu'gun and put an end to the dark disturbance there. If what you saw in the vision is to be believed, then great danger awaits us. I will meet you in the Spirit Woods at the foot of Oshu'gun. When you are ready to depart, speak with Gixmo Moneycash and he will fly you to there.
