Around the time I hit 100, I had this quest in my log. I completed it, but did not complete the follow up quest Called to the Throne and abandoned it. However when I came back to complete the line in Nagrand, the world map showed that I could pick it up at Telaari Station, but the quest giver was not there. I also ran a script to check if I completed Nobundo Sends Word, and it said false. Come to find out that I could make my way to Throne of the Elements and continue the line there. Hope this helps anyone who finds themselves in the same situation I was in.

The achievement for Nagrand Slam: Throne of the Elements is no longer completed thru this path.
I don't know when this changed but I was stuck after completing the quests found at the Throne Of The Elements. To move forward you will need to get a quest drop called The Howling Wind. It drops off of Dust Howlers and a few other air elementals.

Description

Your presence has been requested at the Throne of Elements, {name}. Vindicator Nobundo has heard the call of the furies upon the wind and made the journey to commune with the elements. I know not what the intentions of the furies are, but they are revered as noble and powerful spirits by the orcs.
