(EDIT: All Blizzard had to do was make it so that the sand drops from the level 90 mobs in the area instead of just spawning on the floor and disappearing instantly when someone loots them, the bottlenecking in Vol'dun is enormous...)

On Alliance I went to the locations and couldn't see the Anchor.
Turns out I had'nt done BfA on this toon, so that's what you need to do.
Go to Stormwind, there is a NPC next to the warboard (Near AH,Bank) Take the BfA Q and follow it through.
Once you're in Kul'Tiras, Boralus. Follow the main campaign Quests until you're asked to speak to Halford aboard the Wind's Redemption. That's where you'll get the Zandalar Foothold Quest.
Just take the Vol'dun foothold Q, then go speak to Jes-Tereth (Captain of the boat) and set sail for Vol'dun.
Halford will then have a Q to take the harbor. Do the Oo'rah! Q and then Plant the Banner Q will appear. Once completed.
THE BOAT APPEARS! And there's you're Anchor :)

What to do
Description
I miss the smell of the desert. It is the fragrance of freedom in a wild land. I would love to refresh that scent memory. While you're there, grab something from the caravans. This place could use some nomad personality. Maybe hop over to Shatterstone Harbor and get something for the big guy. Maybe an anchor? That would be perfect! Imagine watching him lug that around.
