Description

<name>, I've asked the Sons of Lothar to meet us in the Burning Steppes near Blackrock Mountain. There's one more item we must recover there.

If you don’t see it or if the area is hostile, complete the quest chain "Scarlet Power" (the questline that asks you to go to the Scarlet Monastery). At the end of this quest chain, you will be sent to Arathi. Complete the zone’s quests and the NPC will appear.
