To complete
Pick up the quest for The War of Light and Shadow part of the campaign (picked up in centre near scouting map)
Complete through to the quest Wake of the Darkwell...once this is handed in the npcs will move around a bit
After a few seconds Chief Telemancer Oculeth will appear near the entrance (bank side) 47.42 69.56 & will offer you the quest
Use the toy, hand in to Khadgar & listen to that beautiful ATT completion sound

Description
Ah, {name}! I hear you have a standing invitation to Archmage Khadgar's... Arcantina? Can you go there for me and bring this missive to the Archmage? I need to source reagents for the sheer volume of telemancy spells I have been asked to conjure. Magister's Terrace has been an excellent source up until recent events but really I need the Kirin Tor to loan me some of their harder to find ingredients.
