The Pylon Fragment is in DM West. It's next to Tendris Warpwood
When you return to the Arcantina, the place to put the shard is in the room with Khadgar. It's not the same room as the place you got the quest.
The pages are out in the open and are not located in any of the DM wing.

Description
We are lucky the Uncrowned survived, and its archives, thanks to Taoshi. We've been reading them... Have you heard of the great highborne city Dire Maul? The Uncrowned kept tabs on the dangerous prince, Tortheldrin, but since he died, the case was shelved. These notes say there might be objects of interest in the city ruins, with a notable mention of Nostro's Compendium of Dragon Slaying. That book was retrieved some time ago, but few know that several chapters were missing. Let's reopen the case.
