Quest is an auto-accept given by an item called "Letter from the TImewalkers" as part of the 2016 WoW Anniversery event, gift pack along with 200 Timewarped Badges, and a Celebration Package.

The celebration package is a click item that boosts XP and Rep by 12% for an hour. Although it isn't stated as "soulbound" you still can't trade this item. The badges are probably wasted if you're maxed, so make sure you spend enough to make room before opening the mail, as they are automatically added.

This is not an acount-wide quest, so you can get the quest, 200 badges, and XP/rep boost item on each toon - but it dies require the event to be active, so use them up. (although it may be possible save them til next year, they may work for the 13th as they look exactly the same as the last lot for the 11th)
