Highmaul Emissary Rezlorg spawns at 37 73 (next to the bonfire).
Iron horde Commander Kill'krosh spawns at 37 71. Run through the building and take the stairs up and around to the left. He spawns on the little turret there. Slow to respawn though.
Dock Supply Crates can be found around the edges at 37 77.
While you're doing the crates swim over to the ship and kill [npc=79725] for the [item=118244]Lots of mobs around. However the Peons and Emissary Guards don't count. The Arbalesters do though.
Me and my girlfriend just encountered this bug. Spent the last 11 minutes of our xp potion running in and out trying to get it to pop for us, no luck. This method might not work anymore as of 6.2
