The Opalescent Blue Crab Shell drops from the crabs around the quest giver. It has a low drop rate. I killed 10 crabs before I got it.
The Stolen Pandaren Spices can be found in barrels in the mercenary camp at nearby area of 61,21, or they can be looted from the blackmane mercenaries directly. The mercenaries do not always drop supplies, however.
And don't do like I did and try to fight all the little effers at once. They have a disorient in addition to their 'slap and chop' attack, and when you're disoriented and being smacked around by five or six others, you lose a lot of health, very fast.

Description
Many have perished here. We will need to honor them properly, which means gathering the makings of incense of life. It doesn't just smell nice - it has restorative properties, and can even help plants grow. Maybe I can get a whiff of the ingredients to get me back on my feet. The materials can be found on creatures around here - except for the spices, which were stolen by the mercenaries who pillaged the village.
