You loot the scepter from the block right under the plaque you got the quest from. Look for the sparklies.

Everyone who comes to see this, including myself, is in store for a major dot dot dot moment.
I looked everywhere before reading that it is right under the quest giver. FAIL. xD

What to do
Description
The chest below unlocks with a loud click as you insert the two stones into the plaque. Obtain the scepter and bring it back to General Ammantep.
Where to go
Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

Where this quest fits
Before this quest
Taken from the storyline's own step order.
- Colossal Guardians
The chest containing the scepter appears to be magically sealed and will not budge. The plaque above it depicts two giant statues holding star and moon-shaped stones sockets at their center. The two statues are pictured guarding pyramids that look like the ones outside.
After this quest
Taken from the storyline's own step order.
- Send Word to Phaoris
Hurry, <name>. We must speak to my brother, the king. He is bent on averting war with Al'Akir and the Neferset. He has foolish hopes that there is a diplomatic solution to this problem. Maybe once he hears what occurred here he will see reason.
