TheWoWDBIn order to be able to do this WQ, at least as an Alliance player, you need to have completed the quest chain on the island which starts with Searching for Answers. That includes taking the ride to Stormsong Valley and turning in the last quest. It takes about 5-10 minutes to complete.

As of now seems bugged: Both Tidesage Archivists evade when I try to attack. Relogging did not help :(
Try the group finder to bring you to another instance, where hopefully it isn't bugged. Worked for me.
