The Honorbound Emissary, Ransa Greyfeather, and the 7th Legion Emissary, Vindicator Jaelaana Sell an account bound "Cache of war resources" for 650 war resources, that can be sent to your alts, regardless of faction, and will give them 500 war resources, instantly completing the quest. No need to run around looting chests.

You can't get to the other continent until you get yourself 100 war res.
Very nice indeed, resource-gating players with alts from the only content that matters in 8.1.

To get resources you need to find and open stashes around the world. Easiest location for that on the horde side, in my opinion, is Nazmir (Voldun got very vast territories with nothing in it and Zuldazar got a lot of caves\high grounds).

Genn Greymane - You need to go with report to [npc=135612]. He is on ship.

2. The War Cache
[npc=135612] - you need to collect 100 of [currency=1560]. You can get them from treasure chests or quests. I get 54 from treasure chests and last 50 from quest ( Loaded for Bear ). This quest is finishing automaticly when you will collect 100 [currency=1560] you dont need to go to NPC.

3. Time for War
AUTO START - When you will finish previous quest this one will pop up immediately. You need to go back to [npc=135612] with report.

4. Mission from the King
[npc=135618] - after accept move to [npc=135614] He is on same ship that all what you need to do. After finish you will get your first follower [spell=273814]

5. War of Shadows
[npc=135614] - You need to send  [spell=273814] for firts mission [mission=1877].

6. Reinforcements
[npc=135614] - You need to order Troops from him thats all. You will be able to use them on missions.

7. The Zandalar Campaign
[npc=135612] - You need to pick up one of the foothold. you have 3 to choose from: Foothold: Vol'dun, Foothold: Zuldazar and Foothold: Nazmir. I start from Foothold: Vol'dun. Next foothold will be able to pick at 114lvl and last at 118 lvl.

Description

{name}. Let's talk. This war won't be won simply by adding the Kul Tirans to our ranks. We eventually need to crush the Horde. You and I will be leading an expedition to... disrupt the Horde operations in Zandalar. But first, we need resources.
