Note: Toshe's quests Vortex and Vengeful Heart don't _require_ you to do this to pick them up. If you're swimming around admiring the scenery and pick them up first, this won't spawn. If you still have them in your quest log when you finish with the last quest, you won't be forwarded to the next quest giver. It can be just a touch alarming.
