TheWoWDBYou need to be on the Ring of Fates level. If you are facing Host Ta'rela, go to your left, into the room where you see Trader Ba'telk.
In that room, you'll see a doorway. Go through the doorway and down the stairs. That's where you'll find Finder Ta'su in the Broker's Den.
