You just need to be patient to talk to thrall, no need to relog or abandon and redo. He'll eventually move after a few minutes over to next to Bolvar.

There were two Thralls at the table for me, one was sitting down on the right side of the table (from the approach) while the other was right in front of the table. Speak to the Thrall in front of the table.
Waited a few minutes, like other comments suggested. Nothing happened. Thrall was still sitting at the bottom of the stairs, couldn't speak to him, couldn't click the helm. Abandoned quest, and it instantly worked. Got the quest back and immediately spoke to him.

Description
<Thrall's brow is furrowed.> We were speaking with the Highlord when he was struck by a jolt of agony. He said he could see something stirring in the Maw. Inside the Jailer's tower. The pain seems to be getting worse. We need to find out what he's sensing.
