TheWoWDB03.12.2022, used it 3 times, rare didn't spawned
05.12.2022 checked it again, there was another fragment in the same building and it was glowing purple and it worked, after i collected it it dissapeared, maybe there's some spawn time?

2. Talk to them and go get the item at /way 70.41 23.71I came here and he wasn't spawned. Clicking the crystal does nothing but give you the debuff. Looks like the NPC is on a respawn timer of some sort.
