I couldn't see the Storm Funnels at first. They look like large black swirls on the ground. One is straight ahead at the back of the battlefield, the other two are to the left and to the right of it, a bit closer.
(Edit: The one at the back seems to have been moved to the front since beta and should now be more obvious to see.)

An interesting detail for shaman players during this quest when you initially start the first turret section, Raszageth will say: "Your command of elemental forces would have been a boon to our cause. But you will fall just like the rest!"
I don't remember what she normally says, but I love these small changes to dialogue depending on on class or race.

This quest is a lot easier than it seems.
For the first part, just press 1 and target all the fire elementals you see on your screen.
For the second part, press 3 and target the grey swirl/tornado looking things.
For the third part, press 1 and target all the air and fire elementals you see (only the air seem to have names over their head, but fire counts toward the count)
When you eliminate 200 elementals, press 2 to start the cut scene and finish the quest.

Description

Raszageth is attempting to rip all the arcane magic out of the tower so she can destroy it! Kalecgos is doing what he can to hold her back, and I am using my magic to try to replenish the ley energy. I fear we will not last much longer. As we speak, more Primalists make their way up here to overwhelm us! Take my modified Arcane Disc. Hold off the incoming Primalists... and let us hope for a miracle.
