Rhonin's Shield is not at the top of the Azure Archives (above where the quest is given)
You should Dragonride to /way 66 26 Rhonin's Shield
You do not need to take a drake to the top, though starting from the top was fun!

Not only does the quest text end abruptly with "[] from the groun", but it also uses a "the" infront of "Rhonin's Shield", which also seems grammatically incorrect, as "Rhonin" is the name of the old Archmage of Dalaran, killed in the attack on Theramore Island, not the old title from japanese lore.
Hopefully this will be fixed.

EDIT 1st Feb 2023: Seems they fixed the end of the quest, but the problem with "the Rhonin's Shield" remain.

Description

Raszageth and the Primalists are launching an all out assault on Vakthros. We cannot let her succeed! Khadgar and I will go ahead to handle the situation there from the sky. In the meantime, make your way to the Rhonin's Shield, one of the last Kirin Tor camps in the area. You may be able to get there faster by riding that drake of yours from the top of the archives. See that the Kirin Tor there are all right, then make your way to Vakthros. We'll be counting on your help from the ground.
