I searched everywhere around the spot on the map [npc=152879] was supposed to be couldn't find her - seems the problem was that I'd started A Good Offense but didn't know you were supposed to be riding [npc=153623] around, so I was just running around killing naga. As soon as I finished A Good Offense and went back I could see her, so I'm guessing that quest takes place in a different phase.

Description

Wanted for attacks against the people of Nazjatar. Lady Naz'jess has been driving the weapon masters to create crueler devices. Last seen skulking about Zanj'ir Terrace. She is vicious, proceed with caution. Upon completion of the mission, report to Seacaller Unow for commendation.
