This quest, added in Content Patch 2.3, is one of a handful of Heroic Daily quests that are aimed at getting higher level characters, who probably have run out of other quests to get money on, the chance to get some Badges of Justice as a sort of pat on the back for completing a Heroic difficulty dungeon.
In addition to the additional sources of Badges of Justice, Heroic Dungeons, Karazhan, and Zul' Aman, there are more items that can be purchased via Badges.
A great form of daily income and Badges for you and your friends/guild mates.
IMHO it's not Blizz that wants the rush through to Cataclysm. It's 90+% of the players out there that want 85 as fast as possible. Try getting anyone to do classic raids etc. No lore, no background. Get to 85, run dungeons so fast you can barely loot, get epic gear, sit around Stormwind/Orgrimmar showing off and trolling chat.

Description
I've recently been approached by a tauren whose husband is about to be elevated to chieftain. She wishes to make a special addition to his headdress. Specifically, she wants to obtain the headfeathers from the dastardly Talon King Ikiss. If you are interested in collecting my reward, travel to Auchindoun's Sethekk Halls and find him.
