Had trouble getting with a new character there as Nazgrim "cinematic" wouldn't trigger when I entered the building. What worked for me was abandoning the war campaign main quest. Once I abandoned it, the inside of Grommash Hold would reset with all the NPCs and spawn Nazgrim and his event trigger.
Make sure you finish the intro quests after leaving the tutorial island. For example abandoning "An Urgent Meeting" will make Nazgrim phase out until you've completed it.
