Logging out and back in corrected the error with the kill not registering.
I suspect, when I first got the kill, I had just entered the zone for another WQ beneath his tower. That bugged his kill out, until I logged.
Finally figured this out. Killed him 5 times without credit. Logged out and back in and it still didn't work. I ran as far as I could get back across the bridge on your map, and then ran back and I got credit on the first kill. If you don't see the circle around the quest mob on the minimap, you won't get credit so don't waste your time. To get credit you have to have the circle and the NPC telling you that you have a target before you will get credit.
