Legate Favre was the target to kill for me, Bugged and didn't spawn for me at 1st (or took over 10 mins...)
I completely left the WQ area, re-entered, re-spoke to the infiltrator and the target was there, basically dead centre of the marked quest area on the main path. ( /way 67 42)
