You won't be able to see this world quest if you are in the middle of a questline that happens in the same area (i.e. Who Seeks the Seekers?). After finishing that questline, I was able to see this WQ again.
This is now active (April 9th, 2019) and drops the Azsharan Medallion, 100% drop rate.
