TheWoWDBYou turn this in at your Class Hall!
Bugged out for me as a priest and showed I had to turn it in @ The Dreamgrove (Druid Class hall). Don't be fooled...unless you play a druid :P

What I have discovered during this quest:
-You acquire it from a Class Hall follower mission.
-You have to complete 5 'ranked arenas', not just skirmish.
-There is no obvious tracking, but it finishes when you have done it.
-You deliver it in your own Class Hall regardless of what the page here-/or the quest says when you click it to see.
