Hey, not sure if anyone else has had this problem, but for some reason I can't turn in this quest, along with Twice Exiled. The place is in ruins and when I go over to where the turn in quest point is, there's no one there.
There's also no portal to get back to Zandalar.

You can still do these quests even after your factions "turn" is over and the portal has disappeared. You just have to fly to Arathi Highlands in the Eastern Kingdoms. The fastest way I've found to get there is the take the portal in the Great Seal to Orgrimmar, then in Org take the Twilight Highlands portal and just fly to Hammerfall, it's right above Twilight Highlands. Once you're there be careful as it's the other factions "turn" so you may want to turn war mode off. Once you've completed the quests you may think it's impossible to turn them in as the turn in point area is destroyed and the npcs are gone. But they are actually back on the Port of Zuldazar and will accept the turn in there.

The portal there is only available for a limited time when it's our factions "turn". Then it disappears and the other faction gets a turn. And it goes back and forth. You can still do the quests even when it's not your factions turn. You just have to fly all the way to arathi to do it. I just did this myself and realized I couldn't turn it in because our horde side was in ruins.... but then when I went back to the port of Zandalar the npc was actually there for the turn in. So it is possible. The npc is at cords 51.9, 94.5
