This Quest you can take from [npc=143380] in Boralus Harbor or [npc=143172] in Stromgarde.
On This Quest You need to kill 20 [npc=142723]. They are located on north in Ar'gorok.
To be able to do this you need to finish at first Story line ( 4 quests ) See My comment Quest Chain Stromgarde.
