No, that's not it. When you turn in the lightning steel quest, you get the first teir of the weapons. Once you make one weapon, you unlock the upgraded version of said weapon, first to a 476 then 502.

These particular models have been unavailable since the removal of Weaponsmithing Specialties sometime around Wrath. Even if your BS had trained one set of (axe,mace,sword) from before their removal, there were still 12 you couldn't pick up afterwards. Since Daggers didn't exist as a Weaponsmithing specialty in the Vanilla-BC days, there's nothing there for them to 'bring back'.
