TheWoWDBThe item that offered the quest for this recipe (Deteriorating Cragscales) dropped from a non-elite Hydra for me. Very misleading information on the in-game tooltip since I skinned Vor'koth several times beforehand and never saw it drop from him despite him dropping the rank 2 recipes. The Dredged Leather rank 3 recipe also dropped from a random non-elite for me.

The quest item dropped off an elite hydra for me around the Ashren Strand (west) after having skinned 15 or so (elite and non elite).
I got my Level 3 from the Razorshell Turtles in the Ashen Strand.
