TheWoWDBOk it does share its cool down with XL and the swiss army knive also it has a 25 to 33% chance to work while the xl has considerably more does that explain everything?

To get the Flask of Oil needed to make this, take your Arclight Spanner and head to Westfall. Kill [npc=114]s and [npc=115]s, loot and 'mine' them. The drop rate is fairly low.
Does anyone happen to know whether this shares a cooldown with the XL cables, or no?
