You have to get lucky when you make these. It comes out with a random enchantment, such as "of the Bear" or "of Spirit". You just have to make one over and over until you get the type you want. I was lucky enough to proc "of Agility" the third time on my Rogue, but my friend (who took up engineering /just/ to make this item, because it looks so cool) has gotten "of the Owl" and "of Spirit" almost ten times now.
