I was stuck on the quest - I'd somehow managed to loot a seaweed without it granting credit. I was able to craft the net before completing the quest

This happened to me several times in a row. Made two nets and then when the game finally recognised that I had looted enough things, I didn't have enough left to complete the quest. Abandoning the quest doesn't appear to remove the items from the bag, so abandoning and starting again looks like the way to go.
