Well it definitely has SOME kind of effect, I can now pull Gigantic Lunkers up by myself, and my pull range is definitely way further with full upgrades. I'm just not sure what effect each specific upgrade has.
I'm trying to find that out myself. It's pretty vague when it says "improves your fishing spear head."
